In addition, in the event that the volume concessioned to agricultural and livestock users, including districts and irrigation units, as well as water boards, is less than 216 thousand 365 quarterly cubic meters and the volume exploited, used or used is higher than the concession holder, "the right to water will be paid for each cubic meter that exceeds the concession holder according to the indicated quotas."

It is described that the income obtained from the collection of the water right will be allocated to the National Water Commission for the administration of water, installation of measurement devices and modernization of the agricultural sector itself.
It should be remembered that currently the Federal Law of Rights exempts the agricultural and educational sectors in the payment of water rights.

In this modification, educational institutions are exempt.
