In 1910 the Austrian Koppen made a classification of the climate, considering two variables: the air temperature and the distribution of rainfall, this classification is generally maintained with adaptations from considering other variables, such as altitude, latitudinal position, the distance to the sea, affected by the movements of the earth, around the sun (translation) and on its own axis (rotation) and the inclination of the same.

The weather, is the set of atmospheric conditions that are characteristic of a place or a certain region, considered over a long period of time, normally more than thirty years (30 years). It has a direct influence on the vegetation and fauna that live in a region and even on the original populations.

The weather, are the prevailing conditions in the place, considering a certain moment, it is characterized by sudden changes and rapid variations.

Climate is the average value of time over a period greater than thirty years.

The atmosphereIt is the layer of air that surrounds the earth, and it is what allows Life by acting as a protector mitigating solar energy, necessary to originate climatic and environmental conditions, especially due to the greenhouse effect by allowing solar radiation to pass through and in turn retain a part of that energy.

Climate change

It is related to the modification of the climate but caused by man, by increasing the greenhouse effect from human activities, by the emission of greenhouse gases, causing extreme weather events (floods, droughts, hurricanes, tsunami, storms, snowfall, hail, etc.)

The 1992 Earth Summit in Rio de Janeiro approved AGENDA 21, which is a global plan of action that contains strategies to prevent environmental deterioration and lays the foundations for sustainable development on a planetary scale.

Originating the paradigm of Sustainable Development and concern for global environmental problems. Ramón Pichs Madruga in his book, Climate Change: Globalization and Underdevelopment- Havana- 2008- pointed out the following: climate change derived from the reinforcement of the greenhouse effect, the loss of biological diversity, the deterioration of the ozone layer, pollution urban, transboundary traffic of hazardous waste, pollution of the seas, oceans and coastal areas, intensive deforestation, uncontrolled exploitation of natural resources, environmental deterioration associated with underdevelopment and poverty, contamination of drinking water and its lack of availability, desertification due to intensive exploitation, air pollution, indiscriminate use of agrochemicals and insecticides and methods of exploitation without effective control.


The planet is giving constant signs of its fragility, natural disasters occur with an increasingly evident frequency, force and danger, the consequences will be irremediable, all this increased, due to the accelerated and disorderly growth of the population, lack of public policies to address the needs of housing, environmental sanitation, and water distribution, through planned infrastructure, and not as negotiated for the friends of power.

Achin Steiner, UNEP Executive Director says, "We are entering an era in which trillions of dollars in natural resource losses are beginning to be felt in markets and unleashing consumer concerns." In the CEIBE 8 magazine of the INMAC Foundation, it is stated “The world's natural capital is being destroyed on a large scale, the excessive exploitation of nature by private companies continues rampant. Consumers are willing to stop buying the products of companies that have an ecologically irresponsible behavior ”.

This is a new paradigm of control by the community based on participation and awareness that environmental damage affects everyone and especially the most vulnerable, the lack of correct environmental measures, cause Disasters (D), which it is a situation of disruption of the normal functioning of a system or community and is determined by the relationship between Threat (A) or Danger (of natural or human origin) and Vulnerability (V) or susceptibility of the population or system to be affected This determines the Risk, which is the possibility that a certain system or population is affected by hazards. Disasters are fait accompli where there is loss of life and economic loss, while if we act on risks, prevention policies and the precautionary principle can be applied to eliminate the possibility of a disaster.

All this is conditioned by Acceptance (A) that is part of the human condition, and is often imposed by living conditions, forms of government, fragility of systems, unbridled consumerism, poverty, lack of opportunities, inequity in the economy, corruption, lack of information, unscrupulous management of public funds, concentration of population without planning and other social, economic and ethical factors that force populations to accept the risks that are transform into disasters.

While those populations, who become aware and do not accept or mitigate the dangers, reducing their vulnerability by requiring prevention and precautionary plans, suffer less from the consequences of natural disasters, which are irremediable. And disasters caused by human activities can be minimized and even eliminated through the non-acceptance and denial of policies imposed for the benefit and enrichment of a few.
